Working to Keep Rapid City Safe – Pat Roseland’s Leadership on Public Safety
When it comes to protecting our community, Pat Roseland believes public safety must be more than a talking point—it has to be a priority backed by action. As a member of the Rapid City Council and a longtime public servant, Pat has consistently supported meaningful investments that make our neighborhoods safer and our law enforcement stronger.
At the core of these efforts is Pat’s support for the nationally recognized Wellness and Retention Package—a forward-thinking initiative focused on improving officer morale, mental health, and long-term retention. With police departments across the country facing recruitment and burnout challenges, Pat knows that taking care of the people who protect us is essential. By championing this package, Pat is helping Rapid City attract and keep skilled, experienced officers who are committed to serving the community with professionalism and care.
But his work doesn’t stop there.
Pat has been instrumental in helping secure over $1.8 million for a new police precinct in North Rapid—an investment that expands law enforcement infrastructure and improves response times in an area that needs it most. He’s also supported measures to increase officer visibility in downtown and city parks, including reassigning School Resource Officers to patrol shifts when school is not in session.
Understanding that real public safety is built through partnerships, Pat actively supports collaboration with community organizations like JourneyOn, the Mobile Medic program, and the Park Ranger program—all designed to address challenges ranging from behavioral health crises to homelessness. These efforts reflect his belief that safety is a shared responsibility, and that law enforcement works best when paired with strong community support systems.
Pat is also forward-looking in his approach. He supports the city’s ongoing exploration of crime-reducing technologies, such as video surveillance in high-crime areas, and the implementation of Crime Prevention Through Environmental Design (CPTED) strategies. These tools, along with the revitalization of the Crime-Free Multi-Housing Program, help proactively deter criminal activity before it happens.
Additionally, Pat backs efforts to support youth outreach and homeless services—recognizing that long-term public safety requires investment in people, not just policing.
