Rapid City’s rich history drew me to become involved with the West Boulevard Neighborhood Association, where I built connections with like-minded neighbors. I believe Rapid City’s unique blend of historic charm and modern growth makes it a special place to live, work, and visit.
My Commitment to You
As a member of the City Council, I have always prioritized being accessible and responsive. Whether it’s addressing concerns about potholes, supporting public safety, or improving community resources, I am committed to listening to my constituents and finding practical solutions.
I believe transparency in government is crucial, and I encourage residents to engage with City Council meetings, voice concerns, and share ideas for our community’s future.
KEY COMMUNITY PRIORITIES

Public Safety
Supported the nationally recognized Wellness/Retention Package to improve officer retention and morale. Continues to work closely with Rapid City Police leadership.

Economic Growth
Supports projects like Block 5 and The Elements that revitalize downtown, support local businesses, and expand affordable housing opportunities.

Balanced Short-Term Rentals
Serves on the Short-Term Rental Committee, working to protect neighborhood character, especially in Ward 5 and the West Boulevard Historic District—while supporting responsible short term rental policy.

Infrastructure Improvements
Advocates for safer travel options citywide, especially for pedestrians and cyclists through his work on the Planning Commission and neighborhood-focused task forces.

Unhoused Care Initiatives
Supported the Medical Respite Center to provide care for unhoused individuals after hospital stays. Actively engaged in citywide strategies and support services for unhoused individuals in our community.

Historic Building Preservation
Pat raised concerns about homebuyer awareness in historic districts to Rep. Mike Derby, leading to Senate Bill 171, effective July 2025. The law ensures buyers understand their responsibilities in designated historic areas. Pat has restored several historic properties in the West Boulevard District and downtown—preserving Rapid City’s heritage and supporting neighborhood renewal.
Current Role
I currently serve as Vice President of the Rapid City City Council, working alongside Mayor Jason Salamun and department heads to address key city issues. In this role, I attend various committee meetings and actively engage with community initiatives to support Rapid City’s growth and development.


Dedicated Community Leader and Advocate
I proudly served in the U.S. Navy and was honorably discharged in 1973. After my service, I moved to Rapid City and began my healthcare career at St. John’s Hospital. In 1979, I enrolled in the Nursing Program at Mount Marty College, graduating in 1982 with a Bachelor of Science in Nursing. I later earned a Master of Science in Anesthesia from St. Mary’s College in 1986.
Professional Experience
Nurse Anesthesia Career: Practiced at Wake Medical Center in Raleigh, NC, and later at Rapid City Regional Hospital until retiring in 2016 after 30 years in the field.
